MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1904337, Proposed Amendment No. 3, “WRRF PS-2 Bar Racks Replacements and Grit Collection System Improvements” with Hazen and Sawyer, at an increased cost of $5,386,323.63 for a total cost not to exceed $17,189,612.01 and an increased duration of 132 days for a total duration of 2,535 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
GLWA contracted the engineering firm of Hazen and Sawyer in October 2020 to perform planning, preliminary design, detailed design, and construction services for the Pump Station-2 Bar Racks Replacements and Grit Collection System Improvements (PS2RG) project.
Project improvements include:
• Replacing the existing bar screens with new screens that have narrower openings.
• Replacing the existing screenings conveyor belt with a sluicing trough flowing to dual drum screen and compactors.
• Retrofitting the existing aerated grit tanks with vortex grit removal technology.
• Building a new grit processing facility including grit classifiers paired to each vortex grit tank for grit washing/dewatering.
The PS2RG improvements will significantly improve the removal of screenings and grit through smaller opening sized screens and enhanced grit removal systems. The removal of more material at the plant influent will reduce Water Resource Recovery Facility (WRRF) operation and maintenance costs by reducing debris and grit which cause equipment failures in downstream plant processes.
The existing design engineering services agreement with Hazen and Sawyer includes limited construction administrative services (such as shop drawing review, training content review, update of Operations and Maintenance manuals, and limited special inspections) but did not include full construction services because the consultant would have had difficulty establishing costs for this with a yet to be determined design. This amendment expands the scope of that agreement to include the following additional services:
• Construction Contract Administration (CCA): Dedicated oversight and management of the construction contract, including ensuring compliance with contractual requirements, issue resolution, and timely execution.
• Inspection: Field observation professionals will be on-site to monitor construction activities, address any issues promptly, and facilitate communication between stakeholders.
• Project construction permit coordination.
JUSTIFICATION
The Pump Station 2 Bar Racks and Grit Improvements project is the largest single capital investment in the history of the WRRF. The construction is extraordinarily complex, including technically demanding concrete demolition, substantial modifications to multiple buildings, installation of new processing technologies, and maintenance of screening and grit removal operations throughout the 8-year long construction project. GLWA is increasing the planning and administrative support to match the needs and importance of this effort. This work was added to the existing scope of work with Hazen and Sawyer because of the efficiency gained by their expertise on the project design and allows for project continuity to ensure successful delivery of the construction project.
