RE: Proposed Change Order No. 1
Contract No. 2103688/SCN-0000204
Rehabilitation of Connors Creek Sewer System
Vendor: Oscar Renda Contracting, Inc.
MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2103688/SCN-0000204, Proposed Change Order No. 1, “Rehabilitation of Connors Creek Sewer System” with Oscar Renda Contracting, Inc., with no increase in cost, for a total cost not to exceed $49,576,196.00 and an increased duration of 643 days for a total duration of 1,484 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The GLWA portion of the Connors Creek Sewer System (CCSS) starts at 8 Mile Road west of Van Dyke Avenue and ends at Conner and Jefferson at the Conner Creek Combined Sewer Overflow (CSO) basin. It starts out as a single arch pipe, eventually transitioning to a three (3) barrel box culvert, and then to a five (5) box culvert section where the Conner Creek Pump Station and Freud Pump Station combine just upstream of the Conner Creek CSO Facility. The total length of the CCSS is over 60,000 linear feet of pipe. The CCSS is a combined sewer with a large water shed that is influenced greatly by rain and snow melt, and system flow balancing. The Rehabilitation of Connors Creek Sewer System project also includes a portion of the connector sewer from Jefferson at the Conner Pump Station forebay to the Conner Creek CSO forebay.
The combination of weather-related delays, and delays associated with the Detroit River Interceptor rehabilitation require that the final and substantial completion dates and the contract time be extended for the Contractor to complete the work necessary for the CCSS rehabilitation.
JUSTIFICATION
This no-cost change order will change the substantial and final completion dates to include expected and realized project delays (contractually referred to as stand-by days) and adds one (1) calendar year of contract time past the revised final completion date to complete the warranty inspection and any resulting work. This change order is paired with an engineering services amendment for Brown and Caldwell’s engineering Contract No. 1802575 for services that have impacted the Contractor’s work on this sewer system, to reflect the changes that have been identified since construction began.
