MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Requisition No. REQ-0006884, “Rehabilitation Phase III” with Pullman SST, Inc., at a cost not to exceed $51,998,000.00 for a duration of 2,100 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.

BACKGROUND

The Great Lakes Water Authority (GLWA) operates 30 finished drinking water reservoirs.  Inspection, repair, and cleaning of the reservoirs on a regular interval is mandated by the Michigan Department of Environment, Great Lakes, and Energy (EGLE) and performed under GLWA capital improvement maintenance program 170800. Currently, 21 reservoirs have been cleaned, inspected and rehabilitated since 2020 under the first and second phase of the CIP programs, 170801 and 170802. The next phase of inspections on 14 reservoirs is being performed under a design-build delivery method and will return back to the reservoirs inspected in Phase I.  GLWA water engineering developed and issued the indicative design documents used to procure the contract for Phase III. The proposed design-build contract will include inspection, cleaning, and rehabilitation work on 14 finished drinking water reservoirs.  GLWA plans to inspect and rehabilitate the reservoirs over a four-year period starting in the fall of 2027 (FY2028) and concluding in the spring of 2031 (FY2031).  The reservoirs are located at the following GLWA facilities:

•                     Lake Huron Water Treatment Plant (WTP) (3 reservoirs)

•                     Springwells WTP (3 reservoirs)

•                     Southwest WTP (3 reservoirs)

•                     Wick Road Booster Station (1 reservoir)

•                     Schoolcraft Station (1 reservoir)

•                     West Service Center (2 reservoirs)

•                     Imlay Station (1 reservoir)

The rehabilitation work includes concrete repairs, expansion joint replacement, hatch and ladder repair, as needed air vent screen replacement, roofing membrane repair and replacement, reservoir overflow rehabilitation, in-reservoir piping repairs/coating.  Underdrain inspections and underdrain pump replacement, painting of carbon steel components, electrical controls and receptacle installation and repair, and site work improvements.  The proposed contract contains lump sum work, unit price work, and job order issued allowance work.  Unit price work will be paid based on actual quantities installed as identified by the Engineer.

JUSTIFICATION

Finished water reservoirs must be inspected on regular intervals to comply with EGLE regulatory requirements. Furthermore, inspection and rehabilitation of GLWA’s finished water reservoirs on a regular schedule is the preferred approach to proactively maintain and ensure reservoir integrity and safe finished drinking water quality.
