MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1903601/SCN-0000356, Proposed Amendment No. 7 “Yard Piping Engineering Services”, with CDM Smith Michigan, Inc., with no increase in cost for a cost not to exceed $5,564,740.73 and an increase in duration of 238 days for a total duration of 2,195 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
GLWA awarded Contract No.1903601 “Yard Piping Engineering Services” to CDM Smith Michigan, Inc. (Engineer). The Contract is divided into four (4) major phases: study, preliminary design, final design, and construction.
To date, six (6) amendments have been issued. The purpose of this contract is to provide design services to support the Construction Manager at Risk (CMAR) project which is structured to advance the work through different delivery packages issued via Amendments. This approach allows construction activities to progress while the design continues to be developed, ensuring proper coordination and constructability.
The CMAR contractor under construction Contract No. 1903598 has now achieved Substantial Completion of 19 separate improvements for design/construction and one (1) program for the secondary final effluent valve exercising which has been incorporated in previous amendments to this Contract.
Proposed Amendment No. 7 seeks to extend the contract time to match the contract time for the CMAR construction contract date to allow for final paperwork and project closeout to be completed.
JUSTIFICATION
The proposed no cost Amendment No. 7 for contract time allows CDM Smith to continue working with the CMAR Contractor to complete final project closeout for the improvements completed in the CMAR Yard Piping Contract.
