MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-CON-181 Proposed Change Order No. 2 “Water Transmission Main Repair” with Lakeshore Global Corporation, with no increase in cost for a total not to exceed $15,000,000.00, and an increased duration of 365 days for a total contract duration of 1,461 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
GLWA’s large diameter water mains consist of over 800 miles of pipelines that are up to 120 inches in diameter. These pipelines consist of cast iron (CI), ductile iron pipe (DIP), steel pipe, concrete cylinder pipe (CCP), and prestressed concrete cylinder pipe (PCCP). The depreciation period for pipe ranges from 65 to 125 years depending upon the material of construction. The actual asset life may increase or decrease depending on material of construction, manufacturing quality, soil condition, and other factors. Therefore, being prepared to address immediate repair and/or rehabilitation is required for GLWA to maintain the level of service expected by our member partners.
JUSTIFICATION
GLWA has two contracts (GLWA-CON-181 and 1802745) used to provide emergency and urgent services with respect to maintaining our transmission mains, valves, appurtenances, and other urgent projects as necessary to provide water of unquestionable quality to our member partners. Concurrently with this time only change order request, GLWA is preparing a request for proposal to secure a new emergency and urgent services contract to maintain staggered coverage with two active contracts and vendors to provide this mission critical service.

FINANCIAL PLAN IMPACT
This proposed change order is for an extension of time only. Although the change order extends the final completion date into FY 2022, there is no substantive financial impact.
COMMITTEE REVIEW
This item was presented to the Operations and Resources Committee at its meeting on October 15, 2020. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.

This item does not impact the shared services agreement between GLWA and DWSD.
