Crane Maintenance, Repair and Inspection Services

MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Requisition No. REQ-0003276, “Crane Maintenance, Repair and Inspection Services ” with Crane Technologies Group, Inc., at a cost not to exceed $1,012,542.00 for a duration of three (3) years with two (2) one-year renewal options at a cost not to exceed $162,514.00 for each renewal year, for a total contract amount $1,337,570.00; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The GLWA operates 96 various types of cranes throughout our Wastewater and 70 throughout our Water facilities. The cranes enable our team members and contractors to safely move materials, objects, and large, heavy equipment within the building that requires servicing or replacement. GLWA also utilizes cranes for operational needs. Proper inspection and maintenance of these cranes are essential to ensure the reliability of operations. Documentation of all the inspection and maintenance activities is required to demonstrate compliance with the regulatory obligations, including the chlorine safety strategy protocol and Michigan Occupational Safety and Health Administration (MIOSHA) requirements. Failure to properly maintain and inspect the overhead cranes using qualified personnel can hinder operations, pose a risk of injury to staff and potentially result in regulatory violations from the Michigan Department of Environment, Great Lakes, and Energy or MIOSHA for GLWA.
JUSTIFICATION
The reliability of the cranes throughout GLWA facilities is essential for effective operations and proper maintenance of assets, as well as for maintaining regulatory compliance. This work is outsourced because the inspection, preventive maintenance, repairs, testing and certification of the cranes require specialized technical expertise from certified technicians.
FINANCIAL PLAN IMPACT
Summary: Inspection and repairs of cranes are an ongoing part of the maintenance budget in water and wastewater. The current FY 2027 budget and five-year financial plan was based on previous experience and work performed. The value of the amended contract exceeds the current financial plan in total. Therefore, budget amendments may be required for this contract. First offsetting other positive variances within contractual services or repairs and maintenance budgets, then from the unallocated reserve.
