MOTION

 

Upon recommendation and opinion of Suzanne R. Coffey, P.E., Chief Executive Officer, and William M. Wolfson, Chief Administrative and Compliance Officer/Interim General Counsel, the Board of Directors for the Great Lakes Water Authority (GLWA):

 

1)                     Approves the request to submit to the City of Detroit a petition to combine four (4) parcels located at 2198 Mt. Elliott, 2219 Meldrum, 2211 Meldrum, and 2207 Meldrum, Detroit, Michigan; and

 

2)                     Authorizes the Chief Executive Officer to take such other action as may be necessary to accomplish the intent of this vote, including executing the Petition for Parcel Revision and any other documents related to the combination of such parcels. 

 

 

 

JUSTIFICATION

 

Pursuant to the Regional Sewage Disposal System Lease, the Detroit Water and Sewerage Department (“DWSD”) owns the Leib CSO Screening and Disinfection Facility, located at 2198 Mt. Elliot Street (the “Leib Facility”), including the adjacent parcels (2219 Meldrum, 2211 Meldrum, and 2207 Meldrum). The Leib Facility is operated by GLWA pursuant to the lease.

 

GLWA is seeking to construct a new driveway at the Leib Facility to enhance the safety and security of the site, including the entrance and access procedures for GLWA employees.

 

Currently, GLWA employees access the Leib Facility from Mt. Elliott Street, which requires employees to park on Mt. Elliott Street, exit their vehicles to scan their badges, and then re-enter their vehicles to pull into the parking lot. The proposed driveway will allow GLWA employees to scan their badges from their vehicles and pull directly into the Leib Facility parking lot.

 

The proposed driveway would be constructed over the three (3) adjacent parcels owned by DWSD (the parcels include 2219 Meldrum, 2211 Meldrum, and 2207 Meldrum). The proposed driveway would also include a new security gate, which would require electrical work to be completed by DTE to power the new gate. DTE does not approve a customer to draw electricity from one tax parcel to another. As a result, the three parcels must be combined with Leib Facility parcel to accommodate the entrance changes.

 

Pursuant to the Regional Water Supply System Lease and the Master Bond Ordinance, GLWA has the right to make improvements to the Leased Water Facilities to remain in compliance with its performance standards and prudent utility practices.

 

BUDGET IMPACT

 

To be determined upon the closing and consultation with Bond counsel.

 

COMMITTEE REVIEW

 

This matter was presented to the Legal Committee at its meeting on December 13, 2023. The Legal Committee unanimously recommended that the GLWA Board adopt the resolution as presented.

SHARED SERVICES IMPACT

 

There is no impact to the Shared Services Agreement between GLWA and DWSD.
