96-Inch Water Transmission Main
MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into a Memorandum of Understanding between GLWA and Road Commission for Oakland County (RCOC) at a cost not to exceed $5,585,636.00; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The Great Lakes Water Authority (GLWA) Water Operations Group is overseeing the relocation of a portion of its 96-inch water transmission main that connects the North Service Center and Imlay Pumping Stations. This relocation project will involve installing approximately 2 miles of new 96-inch transmission main along Dequindre and Avon Roads between Hamlin Road and the Macomb Orchard Trail. GLWA has been coordinating with the project stakeholders and regulatory agencies, including the Road Commission for Oakland County (RCOC). New transmission main that is installed within the Dequindre and East Avon Road rights-of-way is under the jurisdiction of RCOC.
JUSTIFICATION
This Memorandum of Understanding (MOU) is intended to specify the terms and conditions regarding the scope, schedule, and cost sharing agreements relating to the design and construction of roadway within RCOC’s jurisdiction that is disturbed as part of this transmission main project. RCOC will be constructing nearby transportation projects that include a roundabout at Dequindre Road and Avon Road, replacement of the East Avon Road bridge over the Clinton River and other roadway improvements along East Avon Road. These RCOC projects will occur during a portion of the 96-inch water transmission main relocation project construction. RCOC currently anticipates a construction start date of November 2021 and a construction substantial completion date of approximately August 2022. The 96-inch water transmission main relocation project is currently anticipated to begin pipeline construction in and/or near East Avon Road in January 2022 in order to take advantage of a single road closure event, thereby reducing impacts to the public.
