MOTION

Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Requisition No. REQ-0009296, “Facilities Maintenance Services - Skilled Trades” with LGC Global, Inc., at a cost not to exceed $37,973,179.40 for a duration of three (3) years; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.

 

 

BACKGROUND

GLWA maintains and operates a regional wastewater collection and treatment system consisting of, in relevant part, the Water Resource Recovery Facility (formerly known as the Wastewater Treatment Plant) and nine (9) Combined Sewer Overflow (CSO) Facilities, pumping stations and a complex network of collection systems throughout its service area. Maintenance tasks routinely arise that are of a specialized nature or exceed the capacity of GLWA’s current staffing. GLWA requires the assistance of a third party with the technical ability, expertise, capacity, manpower, tools, and machinery to complete the maintenance tasks in a timely and cost-effective manner. The skilled trades required to complete the work include millwrights, plumbers, electricians, laborers, carpenters, painters, construction equipment operators, and other trades as may be necessary.

JUSTIFICATION

The facilities maintenance services are needed to support the resources needed to keep the GLWA wastewater system in compliance and to ensure facility and equipment reliability. The GLWA does not have sufficient staffing necessary to perform all the crucial maintenance functions in addition to providing emergency maintenance work.  Therefore, this contract is crucial for the Authority to augment its equipment and team members to maintain the facilities in compliance with its National Pollutant Discharge Elimination System permit. This contract gives GLWA the flexibility to increase or decrease the skilled trades staffing as needed based on workload demands, system demands, and other permit-related demands.

FINANCIAL PLAN IMPACT

The proposed contract for facilities maintenance services will cover only wastewater facilities. The use of these services varies year by year. The current FY 2027 budget and five-year financial plan were based on previous experience and work performed. The value of the contract exceeds the current financial plan in total. Therefore, budget amendments may be required for this service. First, offsetting other positive variances within other contractual services or repairs and maintenance budgets, then from the unallocated reserve.
