MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2304897, “Northwest Interceptor to Oakwood CSO Sewer Construction” with Jay Dee Contractors, Inc, at a cost not to exceed $73,508,929.00 for a duration of 1,461 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The Northwest interceptor to Oakwood Combined Sewer Overflow sewer (NOCSOs) was conceived of as part of the Wastewater Master Plan to maximize the use of existing facilities to treat wet weather flows. The Oakwood Combined Sewer Overflow (CSO) Retention Basin has historically been underutilized in terms of flow to the facility. The study and design resulted in this construction project constructing a tunnel to divert excess wet weather flows from the Northwest Interceptor (NWI) to the Oakwood CSO basin for treatment and discharge.
Better utilization of the Oakwood CSO Facility represents strategic planning at GLWA aimed at maximizing the use of our existing infrastructure before constructing additional new facilities to handle the same challenges. The construction of the NOCSOs tunnel will allow flow during high hydraulic grade line (HGL) (Water Level) periods in the NWI to be diverted out of the interceptor to the Oakwood facility for treatment and discharge. This operation will reduce the HGL in the NWI and allow flows from other parts of the system that would have been untreated CSO discharges or sanitary sewer overflows otherwise to be transported and treated at the Water Resource Recovery Facility (WRRF), or the Oakwood CSO Facility.
JUSTIFICATION
The NOCSOs tunnel will reduce the hydraulic grade line in the NWI downstream of the Warren-Pierson control gate during wet weather events of significant size. This grade line is created by both high wet well levels at the WRRF, and overloading of the NWI. Given the historical under-utilization of the Oakwood CSO Facility, this project will allow GLWA to use the excess storm pumping capacity. In a parallel effort, GLWA plans to increase the chemical capacity of the facility to handle longer lasting storms at higher flow rates than originally designed.
Three responsive bids were received for this project. GLWA is recommending approval of Jay Dee Contracting, Inc for the award of the NOCSO tunnel project for construction.

This project has been awarded $55 million Clean Water State Revolving Fund (CWSRF) loan and a $20 million American Rescue Plan Act (ARPA) grant.
