MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Interim Chief Executive Officer (ICEO) to enter into Contract No. 1803621 Proposed Change Order No. 3 “Wick Road 48-Inch Water Transmission Main” with Ric-Man Construction, Inc., with an increase of $460,000.00 for a total cost not to exceed $23,188,544.40 and an increased duration of 365 days for a total duration of 1,389 days; and authorizes the ICEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
GLWA Contract No. 1803621, Wick Road 48-inch Water Transmission Main, involves constructing approximately 17,000 linear feet of 48-inch diameter water transmission main parallel to an existing transmission main to provide redundancy between GLWA’s Wick Road and Ypsilanti Booster Stations. To date, Ric-Man Construction has installed roughly 16,500 linear feet of pipe and remaining work includes interconnections between the new and existing transmission main. This Proposed Change Order No. 3 requests that 365 days be added to final contract completion. This additional time will allow for the completion of the remaining three (3) interconnections which must be completed during GLWA’s defined low demand period.
Change Order No. 1 consisted of cost and time incurred due to CSX Transportation requirements regarding permeation grouting under the Wick Road railroad crossing.
Change Order No. 2 consisted of time and cost associated with GLWA’s request for additional restrained pipe sections outside of the Wick Road Pumping Station.
Proposed Change Order No. 3 provides additional funds in the amount of $460,000.00 to increase the provisional allowance to cover unforeseen conditions and time for added general conditions to complete the project.
JUSTIFICATION
In the beginning of low demand season of 2021-2022, Ric-Man Construction had the contract work prepared for isolation of the 42-inch transmission main. GLWA intended to provide Ric-Man isolation in October 2021 to make the contract specified three (3) interconnections to the existing transmission main on Wick Road; however, due to other transmission system complications in the region, GLWA was not able to provide isolation to complete this work. Without the completion of these connections, Ric-Man Construction is unable to obtain Substantial Completion before the end of this low demand season. The contractor will need to complete the final connections starting in the fall of 2022 and asphalt restoration in the direct area of the work zone(s). This will include, but is limited to, full depth pavement restoration, residential driveways, station grading and pavement markings. All remaining work items and additional contractor costs are dependent on the actual system isolation date.
