MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2201101, Proposed Change Order No. 1, “WRRF Incinerator #11 Rehabilitation” with Commercial Contracting Corporation, with no increase in cost for a total cost not to exceed $2,486,000.00 and an increased duration of 92 days for a total duration of 547 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The scope of work for Contract No. 2201101 includes rehabilitation of Incinerator #11 through replacement of failed refractory (brick), modification of hearths, additional refractory, installation of new pop top damper, additional structural support for the damper, breach repair, drop hole enlargement, expansion joints, coatings, and the replacement of miscellaneous components.
The work under this contract experienced unforeseen conditions associated with damper replacement requiring additional structural supports, extended dry out periods for the refractory after it was installed, additional refractory replacement after inspection revealed more replacement was necessary, and stack modifications were required to facilitate the new damper. Additionally, there were operational challenges with incineration associated with other incineration projects that caused delays to this project.
JUSTIFICATION
Contract No. 2201101 was awarded to Commercial Contracting Corporation with a start date specified as April 17, 2023. Substantial and final completion dates were identified as May 16, 2024, and July 14, 2024, respectively. Due to the unforeseen conditions described above, it is Wastewater Engineers’ recommendation that the substantial completion date be extended by 92 days to August 16, 2024, and the final completion date be extended by 92 days to October 14, 2024.
