MOTION

Upon recommendation of Nicolette Bateson, Chief Financial Officer & Treasurer, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2201811/SCN-0000367, Proposed Amendment No. 3 “Rental of Uniforms, Floor Mats, Mops, Towels, and Related Services” with Cintas Corporation No. 2, at an increased cost of $39,014.40 for a total cost not to exceed $1,001,427.46 and no increase in duration for a total duration of 1,826 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

 

 

BACKGROUND

GLWA awarded an Omnia cooperative procurement to Cintas Corporation No. 2 on July 1, 2023. The contract, Contract No. 2201811/SCN-0000367– “Rental of Uniforms, Floor Mats, Mops, Towels, and Related Services”, provides GLWA with regular delivery of floormats, towels, and uniforms as well as providing laundry services for the products delivered. Amendements to this contract reflect efforts to centralize services provided across the organization.

  • The original contract included the Wastewater Operating Services Team and Systems Operations Control Team.
  • Amendment No. 1, executed on May 15, 2024, added the Facility Operations, Fleet Operations, Logistics & Materials, and Water Transmission Teams. 
  • Amendment No. 2, executed on March 13, 2025, added floor mat rental services to the contract for the  Wastewater Operating Services Team. 
  • This Proposed Amendment No. 3 is to add the GLWA Water Analytics, Planning, and Metering Team to the cooperative contract and add the Water Resource Facility Warehouse location to the floor mat rental services.

JUSTIFICATION

GLWA purchases uniforms, floor mats, mops, towels, and related services throughout the organization.  In the past, each business unit within the organization has used individual blanket purchase orders to purchase their required items which creates the potential for variation of cost, variation of expiration dates and increased administrative requirements to actively monitor and manage multiple purchase orders.  In addition, the supplier has increased administrative requirements to manage the multiple individual purchase orders.  Consolidating multiple purchase orders under a single enterprise contract and leveraging the cooperative agreement allows GLWA to leverage collective purchasing benefits, lock in consistent pricing and contract expirations, mitigate risk, gain efficiencies and standardize processes to reduce administrative burdens on both GLWA and the supplier.

FINANCIAL PLAN IMPACT

Summary: The proposed amended contract exceeds the current financial plan should it be used to it’s full value. As expenditures for uniforms, floor mats, mops, towels, and related services may very by year, budget amendments may be required, first drawing from other positive variances, and finally from the unallocated reserve.
