MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1901036 “Northeast Water Treatment Plant (NEWTP) Replacement of Covers for Process Water Conduits” with The LaSalle Group, Inc., at a cost not to exceed $1,003,000.00 for a duration of 630 Days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The existing steel covers that protect entry openings into the filtered water conduits at the Northeast Water Treatment Plant are significantly deteriorated and do not provide a water-tight closure. The State of Michigan Department of Environment, Great Lakes, and Energy (EGLE) indicated in its sanitary survey review of the facility that these covers require replacement because of their poor condition. In addition, the covers are not structurally sound and present potential safety hazards to employees. As a temporary measure, the areas surrounding the covers have been barricaded and flagged with “caution” tape to warn personnel of the potentially unsafe conditions. Therefore, the purpose of this proposed construction contract is to replace the existing covers with new covers that are structurally sound, safe, and eliminate concerns with respect to protecting water quality and employee safety.
JUSTIFICATION
Installation of new steel covers for filtered water conduit openings will eliminate concern with respect to unsanitary conditions, as well as eliminating potential safety hazards at the facility.

Summary: Sufficient funds are provided in the financial plan for this project.

This Project is the replacement of hatch covers of the process water conduits at the Northeast Water Treatment Plant. Cost savings are not determinable at the time of this award.
COMMITTEE REVIEW
This item was presented to the Operations and Resources Committee at its meeting on October 9, 2019. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.

This item does not impact the shared services agreement between GLWA and DWSD.
