MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Interim Chief Executive Officer (ICEO) to enter into Contract No. 1900516 Proposed Change Order No. 1 “Energy Management: Freeze Protection Pump Installation at Imlay Pump Station” with Commercial Contracting Company, with no increase in cost, for a total cost not to exceed $4,994,000.00, and an increased duration of 366 days for a total contract duration of 1,186 days; and authorizes the ICEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
Contract No. 1900516 “Energy Management: Freeze Protection Pump Installation at Imlay Pump Station” is a design build contract that involves the design, construction and resident project representation services related to the construction of capital improvements at the Imlay Pump Station. The capital improvements include:
• Demolish existing reservoir/line pumping unit, P3, and associated variable frequency drive (VFD), piping, valves and appurtenances
• Install new pumping unit, freeze protection pump (FPP) and associated VFD, piping, valves and appurtenances
JUSTIFICATION
Proposed Change Order No. 1 is required to extend the contract time due to the effects of COVID-19, and unforeseen long manufacture lead times for major equipment (pump, motor, valves, piping, etc.) caused by global supply chain issues. Commercial Contracting Company has not received sufficient assurances that major equipment will be delivered in the time frames that suppliers are currently projecting. All the major equipment has been ordered and is scheduled to arrive by September 2022. Construction work on this project will begin October 2022 and end in August 2023.
The contract is currently set to end on August 30, 2022. The new contract end date for Contract No. 1900516 will be August 31, 2023. The cost for this contract will remain the same.
