MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2001488, Proposed Change Order No. 1, “7 Mile/Nevada Transmission Renewal Project” with Pullman SST, Inc., at an increased cost of $93,000.00 for a total cost not to exceed $13,036,129.29 and no increase in duration for a total duration of 1,128 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

 

 

BACKGROUND

The 7 Mile/Nevada transmission system is located in the northern part of the City of Detroit and is approximately 7.4 miles in length. Pressures on the transmission main range from 50 to 70 psi. Limited record drawing information indicates the pipeline was constructed generally between 1920 and 1930 and is constructed of 2.9 miles of longitudinal welded steel pipe with riveted joints and 4.5 miles of lock bar steel pipe. The 7 Mile/Nevada Transmission Main Renewal Project (Contract No. 2001488) is a progressive design build contract that includes inspection, design, and renewal of segments of this main. The progressive design build contract is set up so that the inspection and design tasks are approved initially by the Board and any pipeline renewal construction work identified during inspection and design would be approved by the Board at a later date. The inspection and design tasks for this project were approved by the Board on October 28, 2020. During the inspection/design phase of this project, a 600-foot section of prestressed concrete cylinder pipe (PCCP) that passes under the Interstate 75 Freeway (I-75) at Grixdale Avenue was evaluated for signs of structural distress and was found to require renewal.

This Proposed Change Order No. 1 will provide authorization for funds to construct a carbon fiber reinforced plastic (CFRP) liner through the distressed segment of PCCP under I-75 at Grixdale Avenue. Un-used funds from the initial inspection/design phase (previously authorized in October 2020) will be used to fund most of the construction of CFRP liner, however, an additional authorization from the Board in the amount of $93,000.00 is requested to fully fund the construction of pipeline renewal under I-75 at Grixdale Avenue.-

JUSTIFICATION

This Proposed Change Order No. 1 is needed to renew a critical section of PCCP in the 7 Mile/Nevada transmission main that passes under I-75 in the City of Detroit.
