MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1904337/SCN-0000409, Proposed Amendment No. 4, “WRRF PS-2 Bar Racks Replacements and Grit Collection System Improvements” with Hazen and Sawyer, for an increased cost of $741,967.80 for a total cost not to exceed $17,931,579.81 and an increased duration of 967 days for a total duration of 3,501 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The engineering firm Hazen and Sawyer was contracted by GLWA in October 2020 to perform planning, preliminary design, detailed design, and construction services for the Pump Station No. 2 Bar Racks Replacements and Grit Collection System Improvements (PS2RG) project. Improvements include:
• Replacing the existing bar screens with new screens that have narrower openings.
• Replacing the existing screenings conveyor belt with a sluicing trough flowing
to dual drum screen and compactors.
• Retrofitting the existing aerated grit tanks with vortex grit removal technology.
• Building a new grit processing facility including grit classifiers paired to each vortex
grit tank for grit washing/dewatering.
The PS2RG improvements will significantly improve the removal of screenings and grit through smaller opening size screens and enhanced grit removal systems. This amendment expands the scope of that agreement to include the following additional service:
Special inspection services - Retain a special inspection agency to ensure the construction project meets the safety and compliance standards identified within Section 1704 of the Michigan Building Code for inspection services identified within the project specifications.
JUSTIFICATION
The Special Inspections are required to ensure construction projects meet safety and compliance standards. Failure to provide special inspections during construction can lead to a lack of quality control and assurance for a construction project. Therefore, these services were added to the existing scope because of the efficiency gained by incorporating them into ongoing construction services role (e.g., construction contraction administration and field observation). Intertek- PSI (special inspection agency) has the qualifications to meet the SI requirements of the Michigan Building Code and has also performed SI services on behalf of construction contractors on previous GLWA projects.
GLWA Engineering negotiated the overall cost of this amendment and recommended the current change for Special Inspection for the PS2RG project. This Amendment will also align the engineering contract of the project with the Contractor’s construction contract final completion date by adding time.
