MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2102859/SCN-0000321, Proposed Change Order No. 2, “Conveyance System Infrastructure Improvements” with Jay Dee Contractors, Inc. with no increase in cost for a total cost not to exceed $36,863,000.00 and an increased duration of 365 days for a total duration of 1,520 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
GLWA is responsible for the operation and maintenance of Combined Sewer Overflow (CSO) outfalls on the Detroit and Rouge Rivers. Each of these outfalls are critical wastewater infrastructures that convey flows to relieve the system when the regional system is overwhelmed. These outfalls are made up of connecting sewers, diversion dams, regulator gates, and backwater gates and come in different configurations thereof. These outfalls were constructed long before the main interceptors were constructed and represent some of the oldest pipes under operation by GLWA. Each outfall’s independent configuration leads to site specific challenges and obstacles that must be overcome to complete the rehabilitation work. These outfalls are being rehabilitated under this Contract.
JUSTIFICATION
This Proposed Change Order No. 2 is required to provide sufficient contract time to allow the Contractor to perform additional work made necessary by a differing site condition encountered at several of the outfall locations, as well as contract time to perform additional work as directed under the Provisional Allowance for Engineer directed repairs. This change order also provides additional time beyond the final completion milestone to allow GLWA to complete administrative efforts associated with the contract close-out.
