MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Requisition No. REQ-0001651, “Study and Design Services for the Pilot Netting and Disinfection Facilities at B-03, B-04, and B-05” with Wade Trim Associates, Inc., at a cost not to exceed $12,100,000.00 for a duration of 3,100 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The 2020 GLWA Wastewater Master Plan Phase No. 1 recommends implementing pilot netting and disinfection facilities at four candidate locations. Netting and disinfection facilities remove floatables, trash, and debris and meets one of the nine minimum controls dictated by the United States Environmental Protection Agency Combined Sewer Overflow (CSO) Control Policy. GLWA does not currently utilize netting facilities and determined that a pilot project would be beneficial to determine the optimal netting configuration for GLWA’s operational requirements, also allows GLWA to monitor the operations and maintenance demand for this type of facility. Upon completion of the 2020 Wastewater Master Plan, GLWA was in discussion with the Michigan Department of Transportation (MDOT) concerning the I-94 Modernization Project. As part of the I-94 Modernization Project, Package No. 1 Drainage Agreement, MDOT agreed to provide design and construction funding for netting and disinfection facilities for three uncontrolled combined sewer outfalls downstream of the I-94 drainage system.
JUSTIFICATION
GLWA completed a Qualifications Based Selection (QBS) for the study, design, and construction administration for three CSO outfall netting facilities, B-03, B-04, and B-05, located between East Grand Boulevard and Water Works Park. The Engineer will investigate various alternatives to provide disinfection, netting, sampling, and odor control for these outfalls. The project will be carried out in accordance with the MDOT funding requirements.
