MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. PO-1005275, Proposed Change Order No. 1 “Lake Huron WTP Flocculator Improvements” with Philadelphia Mixing Solutions, LLC, at a cost not to exceed $2,102,806.96 for an increased duration of 123 days for a total duration of 487 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
GLWA issued Emergency PO-1005275 for direct purchase of rapid mix equipment for the Lake Huron Water Treatment Plant (LHWTP). GLWA elected to direct purchase this equipment to expedite its delivery and installation to meet an agreement with the Michigan Department of Environment, Great Lakes, and Energy (EGLE) to provide an increased velocity gradient in the rapid mixing process at the LHWTP. This PO supplies mixing equipment, motors, local starters, and variable frequency drives (VFDs); all equipment except the VFDs were to be provided on an expedited basis. The rapid mixers can be operated without the VFDs, allowing GLWA to meet its agreement with EGLE while the VFDs are delivered and installed after initial equipment commissioning.
JUSTIFICATION
This Proposed Change Order to PO-1005275 is a no-cost time extension. Due to supply chain delays, the VFDs are anticipated to be shipped after the current expiration date of the PO. While GLWA has taken steps to expedite submittal review and proactively address supplier delays, the supplier will not be able to meet their proposed delivery dates. This time extension provides for additional review of VFD submittal drawings, equipment fabrication, and equipment delivery. The supplier has committed to a reduction in the VFD lead-time from 22 weeks to 17 weeks following release to manufacture. Extending the PO will facilitate delivery of the equipment in line with the latest supplier schedule.
