MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Requisition No. REQ-0006337, “Sodium Hypochlorite” with JCI Jones Chemicals, Inc., and Requisition Nos. REQ-0006980, and REQ-0006981, “Sodium Hypochlorite” with PVS Nolwood Chemicals, Inc., at a cost not to exceed $2,898,502.00 for a duration of one (1) year with two (2) one (1) year renewal options at a cost not to exceed $2,898,502.00 for each renewal year for a total contract amount of $8,695,506.00; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
Sodium Hypochlorite is used as the primary disinfectant at all nine Combined Sewer Overflow (CSO) Facilities, and Water Resource Recovery Facility (WRRF) during wet weather operations. Disinfection is the final step in wastewater treatment and a regulatory requirement by the National Pollutant Discharge Elimination System (NPDES) permit. Sodium Hypochlorite is also used by Water Operations to control zebra mussels at the Belle Isle Intake Facility.
JUSTIFICATION
The current contract for the supply of Sodium Hypochlorite to GLWA facilities will expire on December 31, 2025. To maintain compliance with the GLWA NPDES permit requirements, it is essential to ensure a reliable and continuous supply of Sodium Hypochlorite for effective disinfection of treated effluent prior to discharge into receiving water bodies and to control zebra mussels at the Belle Isle Intake Facility. To ensure uninterrupted supply and continued compliance with regulatory requirements, GLWA Procurement initiated a competitive bidding process for the new Sodium Hypochlorite supply contract. Bids were evaluated based on pricing, delivery reliability, and compliance with technical specifications. This approach ensures transparency, promotes fair and open competition among qualified suppliers, and enables GLWA to obtain the most advantageous pricing and contractual terms while safeguarding the reliability of chemical supply necessary for uninterrupted plant operations and regulatory compliance. Following a comprehensive review, it is recommended that the two lowest responsive and responsible bidders are awarded, offering the best overall value to GLWA. Awarding the contract to both vendors supports fiscal responsibility, maintains a reliable chemical supply, and ensures continued operational compliance across GLWA treatment facilities.
FINANCIAL PLAN IMPACT
Summary: The proposed contract for Sodium Hypochlorite was anticipated as an on-going component of the water and wastewater financial plan. The proposed contract represents a reduction to the unit cost from the current contract. The current contract was referred to when creating the FY 2026-30 Financial Plan. This reduced unit cost will be used during the contract period and in the development of the FY 2027-31 Financial Plan. The volume of these chemicals may still vary year by year, which could possibly require an amendment to that year’s financial plan. Should this occur, a budget amendment may be required, first from other chemical budgets, secondly from other budgeted areas, and finally from the unallocated reserve. There are sufficient funds in the financial plan to cover this proposed contract.

This contract will include possible services performed at a facility covered by Shared Service Agreement, Operations 008 (OPS-008) for facilities owned by the City of Detroit and operated by the Great Lakes Water Authority.
