MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-CS-168, Proposed Amendment No. 2, “Rehabilitation of Conveyance System Interceptors and Trunk Sewers” with FK Engineering Associates, at an increased cost of $175,780.39 for a total cost not to exceed $4,685,716.39 and an increased duration of 731 days for a total contract duration of 2,922 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The GLWA Wastewater Conveyance System consists of over 180 miles of interceptor and trunk sewers and includes 56 separate outfalls along the Rouge and Detroit Rivers. The outfalls often represent the oldest components of GLWA’s conveyance system, generally pre-dating the construction of the conveyance system interceptors. Many of the outfalls date to the late 19th century (as early as the 1850s), and have undergone numerous modifications, including multiple extensions, changes to accommodate interceptor construction or overlying development, and various rehabilitation efforts.
As part of GLWA’s efforts to systematically inspect and address structural defects in the wastewater conveyance system, GLWA initiated GLWA-CS-168 “Rehabilitation of GLWA Conveyance System Interceptors and Trunk Sewers” and awarded the work to FK Engineers, Inc. utilizing a qualifications-based selection process in accordance with GLWA Procurement policies. Under this contract, over 25 outfalls and several miles of the Northwest Interceptor (NWI) have been investigated. Assessments have led to the design of the following construction projects: Contract No. GLWA-CON-260 “CSO Outfalls Rehabilitation Phase I” (completed), Contract No.1900796 (completed), Contract No. 1902658 “Rehabilitation of CSO Outfalls Phase 2” (completed), Contract No. 2100891 “Rehabilitation of Outfall B-39” (ongoing), and Contract No. 2102824 “Rehabilitation of the NWI from 8 Mile to Tireman” (ongoing).
The two ongoing projects, Contract Nos. 2100891 and 2102824, are currently under construction. As this work spanned the period of the pandemic, delays were incurred. The anticipated completion dates of the construction work for these projects are beyond the current completion date of Contract No. GLWA-CS-168. It is GLWA team’s recommendation to extend the consultant contract to support the completion of the project and provide warranty inspections one year after completion of construction for both these projects.
JUSTIFICATION
GLWA staff is requesting that the Board approve Amendment No. 2 to extend the duration of CS-168 and increase contract amount by $175,780.39 This Amendment No. 2 is recommended to provide continuity of engineering and construction administration services to complete construction of the work under the direction of the design engineer of record.
