MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2103688/SCN-0000204, Proposed Change Order No. 2 “Rehabilitation of Connors Creek Sewer System” with Oscar Renda Contracting, Inc., with no increase in cost for a cost not to exceed $49,576,196.00 and an increased duration of 127 days for a total duration of 1,611 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The Connors Creek Sewer System (CCSS) starts at 8 Mile Road and ends south of Jefferson at the Conner Creek CSO (Combined Sewer Overflow) basin. The interceptor ranges in size from 48” at it’s beginning to approximately 20 feet high x 65 feet wide at the CSO basin. The CCSS traverses along Outer Drive and Conner Street, under Mt. Olivet Cemetery, and Coleman Young City Airport, before reaching the “triple barrel” where it connects the Freud and Conner Pump Stations to the Conner Creek CSO Facility. The total length of the CCSS is over 60,000 linear feet (over 11 miles). CCSS is a combined sewer with a large water shed that is influenced greatly by rain and snowmelt (also known as wet weather).
Oscar Renda Contracting successfully completed its initial scope, well under budget. GLWA Engineering, through collaboration with Operations and Maintenance, identified cost effective opportunities to enhance the system under the existing contract, including additional improvements where the CCSS and the Conner Creek CSO Facility meet, as well as additional rehabilitation work to the CCSS under the Coleman A. Young Airport.
JUSTIFICATION
This extension in time is necessary to allow for the complex coordination and sequencing around Coleman A. Young Airport operations work on the CCSS, and around wet weather for the work in the basin entry bay near the Conner Creek CSO Facility.
The base contract timeline was established based on time to clean the CCSS and not perform this type of highly coordinated and complex work scope at the airport and just upstream of the Conner Creek CSO Basin. This no-cost Change Order will extend the Substantial and Final completion dates through the end of 2026.
