MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Requisition No. 0001210, “Conner Creek Pump Station Storm Water Pump Replacements” with Kokosing Industrial, Inc., at a cost not to exceed $35,360,000.00 for a duration of 1,349 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The Conner Creek Storm Pump Station was constructed in the 1920’s and has a firm pumping capacity of 2.2 billion gallons per day. The two (2) 14-foot diameter East and West Jefferson Relief Sewers convey both sanitary (i.e. dry weather) and storm water (i.e. wet weather) flows to the pump station. During wet weather, if flow exceeds the adjacent Conner Creek Sanitary Pump Station, the Conner Creek Storm Pump Station is activated to pump the excess flow to the Conner Creek Combined Sewer Overflow Facility. The operation of the Conner Creek Storm Pump Station is critical to help prevent flooding in the Eastern portion of our service area. The design of the Conner Creek Storm Water Pumps requires that the pumps be primed prior to starting, utilizing a vacuum priming system. The vacuum priming process is complex and time-consuming, which results in extended startup times and increased risk of failures to start due to complexity. Also, the configuration of the wet well results in turbulence and air entrainment at the pump suction, which can impede the priming process and affect pump wear and operations. There is currently no means to isolate the wet well from the two (2) influent sewers, making the cleaning, inspection, and maintenance of both the wet well and storm pumps challenging.
JUSTIFICATION
The purpose of the Conner Creek Pump Station Storm Water Pump Replacements project is to make modifications to the station to provide a faster response time to excessive storm water flows and increase the resiliency of the overall system. Primary scope items for the project include replacement of two (2) of the existing storm water pumps, installation of influent flow conditioning devices on the six (6) remaining pumps, and the installation of isolation structures on the two (2) influent sewers. The replacement of the two (2) Storm Pumps with pumps that don’t require vacuum priming will provide a faster and more reliable response time. Installation of influent flow conditioning devices will mitigate the turbulence and air entrainment issues within the wet well, resulting in more reliable pump operation. Installation of the isolation structures will not only allow for the safe completion of the project, but also for the ongoing cleaning, inspection, and maintenance of the station, increasing the reliability of the station.
