MOTION

Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-CS-267, Proposed Amendment No. 1, “Ypsilanti Pump Station Improvements” with Brown & Caldwell, LLC, at an increased cost of $99,950.00 for a total cost not to exceed $3,783,636.00, and an increased duration of 870 days for a total contract duration of 2,941 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

 

 

BACKGROUND

GLWA Contract No. CS-267 is a professional engineering services contract that involves the study, design, construction administration, and resident project representation services related to the Ypsilanti Pump Station Improvements. The study phase revealed that the existing Ypsilanti Pump Station (YPS) is beyond its useful life and needs to be replaced. Under this contract, a new pump station will be designed to meet GLWA’s operations, maintenance, and reliability standards and possible future reservoir. The actual construction of the new YPS will be under a separate contract. The new YPS requires a new site location due to significant issues with the existing YPS location’s proximity to the Willow Run Airport which triggers Federal Aviation Administration building and crane height restrictions, as well as the environmentally impacted ground water and wetland area. GLWA purchased the new site location in the summer of 2022.  The YPS is a critical part of GLWA’s water transmission system as it provides reliable water pressure and flow to the southwest portion of GLWA’s water system. Customers serviced by YPS include the City of Ypsilanti, Ypsilanti Township, Augusta Township, Pittsfield Township, and Superior Township. Each are served by the Ypsilanti Community Utilities Authority (YCUA) which is supplied by the GLWA YPS.  This Proposed Amendment
No. 1 is requesting an additional $99,950.00 and 870 calendar days to the final completion due to the additional time needed to purchase the new site location.

JUSTIFICATION

This project will improve the water service reliability to the communities served by the YPS and will provide needed real estate for future expansion when needed. The existing station above-grade and buried infrastructure is beyond rehabilitation and requires replacement with a new pump station that will have a long-term water service reliability to the large customer base served by this station.

The award of this amendment provides a negative estimating variance of $99,363.00. A budget amendment will be necessary to record the estimating variance and will be funded from capital reserves.

This item was presented to the Operations and Resources Committee at its meeting on June 14, 2023. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.

This item does not impact the shared services agreement between GLWA and DWSD.
