MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA) authorizes the Interim Chief Executive Officer (ICEO) to enter into Contract No. 2200368, “WRRF PS No. 1 Discharge Gate Valves” with J&S Valves, Inc., at a cost not to exceed $3,377,123.00 for a duration of five (5) years; and authorizes the ICEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
GLWA Water Resource Recovery Facility (WRRF) Operations is finalizing the design and entering the procurement process for advertisement for construction of the Pump Station (PS) No. 1 Improvements. These improvements were identified in the June 2020 WRRF Master Plan and are part of the current Capital Improvement Plan (CIP# 211006). The Board approved the design contract in December of 2018. The project includes rehabilitation and/or replacement of major equipment at PS No. 1, including the pumps, valves, gates, actuators, Motor Control Centers, control systems and panels, HVAC equipment, and Structural and Architectural repairs. To aid the construction delivery and schedule, GLWA WRRF Operations is proposing to pre-purchase the equipment with long lead times. The proposed equipment includes six large valves.
JUSTIFICATION
Completing the Pump Station No. 1 Improvements Project is critical to the WRRF Operations, and it is a Critical Path project that must be completed before beginning other critical improvements at WRRF. Pre-procuring this equipment will reduce the risk of construction delays and potential increases in raw material costs, in addition to helping GLWA maintain our schedule as determined in the Capital Improvement Plan.

The proposed contract award is for Discharge Gate Valves at Pump Station No. 1, the balance is reserved for the construction contract. Any additional funding needed for construction management will be processed with a change order from the capital reserve.

This item was presented to the Operations and Resources Committee at its meeting on June 8, 2022. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.
