MOTION
Upon recommendation of Suzanne Coffey, Chief Planning Officer, Interim Chief Operating Officer - Wastewater, The Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to grant an increase of 974 days to the completion date of Contract No. CS-060, “Engineering Services for the Study, Design and Construction Assistance Services of an Upgraded Enclosed Sludge Conveyance System and Lighting Improvements at the Detroit WRRF” with Black and Veatch LTD, with an increase of $96,404.00 in cost with an amended amount not to exceed $2,086,404.00; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The GLWA’s Water Resource Recovery Facility (WRRF) Complex II Incineration Facility is used to dry and combust dewatered sludge. GLWA had a study and design project of sludge cake conveyance improvements in Complex II in its capital improvement program (CIP). When the fire occurred at the WRRF on March 4, 2016 and severely damaged the belt conveyors feeding Incinerator Complex II, GLWA immediately initiated the study and design for improvements to the sludge conveyance system, which was part of the planned CIP. Black and Veatch LTD had just completed the design of incinerator upgrades through PC-791 at that time and was very familiar with the sludge conveyance system. Given the emergency at hand, it was requested that Black and Veatch LTD perform the study, design and construction assistance services for the north side sludge cake conveyance improvements in Incineration Complex II as a sole source.
JUSTIFICATION
CS‐060 was procured as an emergency contract to perform work due to the fire at Incineration Complex II that occurred on March 4, 2016. A definite scope was not able to be established during the development of this contract. As design progressed, additional scope was introduced to reduce potential fire risks associated with conveyor operations, to improve sludge cake feed to incinerators to allow efficient incinerator performance and to maximize reliability of solids processing. This design contract was combined with two other small design projects in the same vicinity to enhance constructability and minimize the impact to operations and maintenance. GLWA will also achieve better Quality Assurance and Quality Control on the execution of the construction contract through this additional scope.
