MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Interim Chief Executive Officer (ICEO) to enter into Contract No. 2100236 “Reservoir Inspection, Design, Construction Administration, RPR Services” with Brown and Caldwell, LLC, at a cost not to exceed $10,778,785.00 for a duration of 2,071 days; and authorizes the ICEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
GLWA operates and maintains 30 finished water reservoirs and administers a reservoir inspection and rehabilitation program under CIP No. 170800. The Michigan Department of Environment, Great Lakes, and Energy (EGLE) requires that finished water reservoirs are inspected every five years to ensure the reservoirs comply with sanitary requirements and are structurally sound. The scope of services under this contract (CIP No. 170802) includes inspecting and improving up to 15 of the system reservoirs and developing contract documents to competitively bid for construction activities. This contract will also provide construction administration phase assistance and resident project representation (RPR) services.
JUSTIFICATION
Finished water reservoirs must be inspected every five years to comply with EGLE regulatory requirements. Any critically deteriorated conditions or compromised sanitary conditions that are discovered must be corrected prior to returning a reservoir to service to ensure water quality is protected, and the structural integrity of the reservoirs is maintained.
