MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1802774 Proposed Change Order No. 2, “Springwells Water Treatment Plant 1930 Sedimentation Basin Sluice Gates, Guides, and Hoist Improvements” with Kokosing Industrial, Inc., with no increase in cost for a total cost not to exceed $13,703,000.00 and an increased duration of 183 days for a total duration of 1,678 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
GLWA Contract No. 1802774, Springwells Water Treatment Plant 1930 Sedimentation Basin Sluice Gates, Guides, and Hoist Improvements, involves replacement of the existing eight (8) sluice gates and guides for the 1930 sedimentation basins. The original gates were installed in the 1930s and required replacement. The project included structural, architectural, mechanical, and electrical improvements in the 1930 sedimentation basins and gate house structures. The contract was awarded to Kokosing Industrial, Inc. and the revised final completion date is June 30, 2023, from Change Order No. 1. To date, all work to the original scope of work is complete and there were funds remaining. GLWA received an updated Sanitary Survey Analysis on May 25, 2022, completed by the Michigan Department of Environment, Great Lakes, and Energy (EGLE) located at the Springwells Water Treatment Plant. From this Sanitary Survey, one of the deficiencies found was that the existing four (4) induction mixers located at the 1930 Flocculation Mixing Chamber were not in use. These four (4) induction mixers are required as part of the treatment process. This proposed Change Order No. 2 is requesting 183 days to be added to the final contract completion, respectively. This additional time will allow Kokosing Industrial, Inc. to finish the replacement of the four (4) induction mixers.
JUSTIFICATION
The additional contract time requested in this proposed change order is a result of the recent Sanitary Survey Analysis completed by EGLE. To date, the design-build team has completed both the physical modeling and the computational fluid dynamic (CFD) modeling required to complete the design of the four (4) induction mixers. Approval of this proposed change order will allow the design-build team to proceed with the final design and construction in order to make the required modifications to the 1930 Flocculation Mixing Chamber and installation of the four (4) new induction mixers.
