MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2201142, Proposed Change Order No. 1, “Conveyance System Infrastructure Improvements: Sewer In-System Storage and Valve Remote Improvements” with LGC Global, Inc., with no increase in cost for a total cost not to exceed $15,943,539.92 and an increased duration of 240 days for a total duration of 1,043 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The scope of work for this contract includes improvements to 35 sites, which includes the 16 in-system storage dam (ISD) locations and 11 of the 20 valve remote (VR) sites, and rehabilitation to eight regulator/diversion chamber sites. The ISD sites are comprised of inflatable dams that are naturally in a deflated state but can be inflated during times of elevated flow to utilize GLWA’s in-system storage and reduce Combined Sewer Overflows (CSOs). Typically, these devices are operated for smaller storms that produce peak flows less than the downstream regulator and/or existing sewer capacities. A portion of the scope required the contractor to perform an inspection of the inflatable dams to assess the condition and perform rehabilitation or repairs at the direction of the engineer and GLWA. After the inspection, necessary repairs were identified for the ISDs. The contract contained a provisional allowance for performing said repairs as directed by the engineer.
JUSTIFICATION
This change order is required to provide sufficient contract time to allow the contractor to perform the engineer-directed repairs to the inflatable dams. Seasonal flow conditions within the affected sewers and coordination with other ongoing projects within the conveyance system necessitate the amount of additional contract time included in this change order. For the reasons described above, it is Wastewater Engineering’s recommendation that the Substantial Completion date be extended by 240 days to May 23, 2025, and the Final Completion date be extended by 240 days to July 22, 2025.
