MOTION

Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1802543/SCN-0000063, Proposed Amendment No. 5, “Rehabilitation of Ferric Chloride Feed System at PS-1 and Complex B Sludge Lines” with Hazen and Sawyer, with no increase in cost for a total cost not to exceed $2,322,045.00 and an increased duration of 200 days for a total duration of 2,232 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote. 

BACKGROUND

The main objective of the Hazen and Sawyer contract was to design a new Ferric Chloride feed system originating in Pump Station 2 (PS-2) and providing a feed of Ferric Chloride solution to existing Pump Station 1 (PS-1) via a new chemical feed system installed in the pipe gallery at the Water Resource Recovery Facility (WRRF).  Additionally, under this contract, Hazen and Sawyer was retained to develop a design to rehabilitate the existing thickened waste activated sludge line which conveys liquid sludge from Complex B to Complex A at the WRRF.  Further, the contract requires Hazen and Sawyer to provide construction phase engineering support, including reviews of the construction contractor’s submittals, responses to requests for information, development of as-built drawings, assistance in developing punch lists, and other services. The associated construction contract with this project (Contract No. 2002190) achieved final completion on August 30, 2024. However, while GLWA was preparing the documents to close out the Hazen and Sawyer contract (Contract No. 1802543), a leak was observed in the ferric chloride piping system during normal operations. Therefore, additional time is required to conduct a root cause analysis and produce revised drawings to address construction corrective work.

JUSTIFICATION

Time extension of the current consultant services Contract No. 1802543 held with Hazen and Sawyer is necessary to investigate and resolve the recently observed ferric chloride leak issues during normal operations. The leaks are suspected to stem from design deficiencies. To correct these issues, a root cause analysis will be conducted, followed by the preparation of the revised drawings and specifications. The Construction Contract for this project (Contract No. 2002190) reached final completion on August 30, 2024, and therefore, a determination on the methodology to complete the corrective construction work shall be made upon completion of the root cause analysis and revised drawings and specifications. In light of the above, GLWA Wastewater Engineering recommends extending the completion date of this Contract, with no increase in the contract amount.
