MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2302932/SCN-0000231, Proposed Change Order No. 2 “Emergency Incineration Complex II Conveyor System Fire Protection Implementations” with Commercial Contracting Corporation, with no increase in cost for a total cost of $1,323,000.00 and an increased duration of 91 days to Project Substantial and Final Completion dates and an increased duration of 183 days for a total duration of 568 days for the contract overall time; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The purpose of the contract is to provide construction services for the pilot phase of fire protection improvements at the Incineration Complex II Facility of the Water Resource Recovery Facility (WRRF). This includes installing, integrating, and testing various fire detection technologies and constructing a spray nozzle testing skid. The pilot phase will trigger alarm lights rather than fire-preventing misting nozzles, which may be implemented in the future full-scale project.
The contractual Substantial and Final Completion dates were extended in Change Order No. 1. The extension was granted due to a required change in equipment supplier, as well as the expected delivery dates for long lead items. However, the Contractor did not receive some equipment, such as fire detectors and the distribution panel, by the anticipated dates.
The installation of equipment required the shutdown of J Belt Conveyor for safe implementation of the work. However, due to adverse weather conditions, progress was interrupted several times, impacting the overall project duration. Despite the Contractor’s efforts to work proactively with GLWA to prevent any interruptions to GLWA Operations, the project will not achieve Substantial Completion and Final Completion Milestones on the set dates as per Change Order No. 1. Therefore, we recommend extending the Substantial Completion and Final Completion dates. Furthermore, to ensure enough time is available to close out the project properly, an extension to the contract close out date is recommended. The extension of the contract dates does not require an increase to the contract value.
JUSTIFICATION
An extension in the project’s Substantial and Final Completion milestone dates, and an increase in the overall contract time is needed to allow enough time to complete site acceptance testing, training, and proper closeout for the project.
