MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-CON-089A Proposed Change Order No. 1 “Low Voltage Wiring” with LGC Global, Inc., at an increased cost of $1,800,000.00 for a total cost not to exceed $7,298,000.00, and an increased duration of 365 days for a total duration of 1,466 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
This contract is for the furnishing and installation of low voltage wiring systems including 110-volt wiring, data jack wiring, antenna mounting and connections, instrument wiring, network wiring, fiber networks, and code call systems at GLWA facilities on a task order basis. The growing demand for communication wiring and computers/data lines to support the link between systems and infrastructure continue to develop. As the electrical infrastructure ages, certain repairs are inherent. Antennas, radios, and masts will require repair or replacement. Other projects require connectivity to the GLWA’s networks. A replacement for this contract is being processed.
JUSTIFICATION
This change order will provide the support needed to maintain low voltage (<600 V) infrastructure. The work consists of providing low voltage wiring assistance under the direction of GLWA’s Systems Control Center (SCC), but the work will be executed for all GLWA areas.
The scope of services will include the following:
• Installation of low voltage power wiring and components
• Maintenance and repair of data wiring systems
• Maintenance and repair of the radio and antenna systems
• Installation, maintenance and repair of the fiber network
• Maintenance of the code call and speaker systems
• Maintenance and repair of the large uninterruptible power system (UPS)
• Maintenance and replacement of the data network equipment
• Installation of Instrumentation and associated low voltage wiring

The award of this contract provides a variance of $200,018 ($7,498,018 financial plan forecast less $7,298,000 proposed contract amount). Contractual services are dependent on several factors such as, delays in estimated start and end dates, environmental constraints, and other unforeseen circumstances that can cause the expenses to fluctuate from fiscal year to fiscal year.
COMMITTEE REVIEW
This item was presented to the Operations and Resources Committee at its meeting on September 9, 2020. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.
