MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Interim Chief Executive Officer (ICEO) to enter into Contract No. 2002655 Proposed Amendment No. 1 “Study and Design Services for Northwest Interceptor Relief Sewer to Oakwood CSO Facility” with FK Engineering Associates, at an increased cost of $96,480.00 for a total cost not to exceed $5,695,936.00, with no increase in time for a total duration of 1,886 days; and authorizes the ICEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The Northwest Interceptor/Oakwood District Relief Sewer Connector Project was developed as part of the Wastewater Master Plan (WWMP) to maximize the use of existing facilities to treat the wet weather flows. The Oakwood CSO Retention Basin is underutilized, and this project will study, design, and oversee construction of a tunnel to send excess wet weather flows from the Northwest Interceptor (NWI) to the Oakwood basin.
Independent of this project, it has been determined that the influent valves to the Oakwood CSO Basin are non-functional and need to be replaced. Since the influent valves are below grade, this project would be well suited to design and construct the repair/replacement of these valves. This Proposed Amendment No. 1 is to add the scope of the influent valve repair/replacement to the scope of this project.
JUSTIFICATION
Proposed Amendment No. 1 provides the most cost-effective opportunity for GLWA to repair the Oakwood CSO Basin influent valves. Contract No. 2002655 will need to install shoring immediately adjacent to the influent shaft to construct the connector tunnel. Addressing the influent valves at this time will allow for a cost-effective sequence of construction for the necessary repairs and/or replacement of the valves.
