Replacing and Rehabbing Select Roofs at the WRRF

                     Vendor:  Schreiber Corporation

MOTION

Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2300394, “Replacing and Rehabbing Select Roofs at the WRRF” with Schreiber Corporation, at a cost not to exceed $3,957,500.00 for a duration of 760 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.

BACKGROUND

GLWA recently completed a study to assess 50 existing building roofs (189 buildings total) that were reported to be in the worst condition on the 130-acre Water Resource Recovery Facility (WRRF) site. Each inspection generated a report and assessment of the overall condition of the roof and then prioritized against each other with the worst roofs reflecting the greatest operational risk due to failure being prioritized ahead of others. A design was then completed for the first package of four roofs to be addressed under this roof improvements program (260800). Other design packages were developed and will be bid out in subsequent years in accordance with the GLWA CIP Program for the WRRF Roof Improvements.

JUSTIFICATION

This project rehabilitates multiple roofs, providing protection from the elements for critical process equipment inside of the facilities. The buildings include the Scum Concentrator Building, Central Offload Facility, Dewatering Complex I, and the Maintenance Building. The roofs chosen for rehabilitation have significant wear/damage and are nearing the end of their expected useful life.  It is necessary to perform this project in order to ensure the equipment inside of these buildings is able to continue to operate properly and keep the WRRF in compliance with the National Pollutant Discharge Elimination System (NPDES) Permit.
