MOTION
Upon recommendation of William Wolfson, Chief Administrative and Compliance Officer, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-CS-213, “Environmental Health and Safety Compliance Services” with NTH Consultants, LTD, at a cost not to exceed $2,000,000.00 for a duration of Two (2) Years; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The Great Lakes Water Authority’s (GLWA) Enterprise Risk Management Safety group is committed to continuously improve environmental health and safety at GLWA and to increase environmental/occupational health and safety awareness for all GLWA, employees, visitors, contractors and the communities surrounding our facilities.
This contract will offer assistance on a task order basis not only for emergency environmental cleanup but also environmental compliance with local, state, and federal regulations. The vendor will provide GLWA with:
• detailed evaluations and engineer’s estimates for remediations;
• employ experienced hazardous materials managers to coordinate and manage those cleanups;
• plan and conduct environmental assessments of known and suspected contaminated sites;
• evaluate the impact of any contaminations on GLWA facilities or operations, and advise GLWA of corrective or preventative measures to undertake;
• perform assessment of underground (USTs) and aboveground storage tanks (ASTs) for compliance with federal and state requirements. UST assessments must be performed by a Certified Professional and Qualified Underground Storage Tank Consulting firm (QUSTC). AST inspections must be performed by an API-653-certified tank inspector who is a licensed Michigan Professional Engineer; and
• perform air quality consulting services including, but not limited to operating permits and stack testing, regulatory compliance, new site installation permitting, and ambient air and worker safety air quality testing.
JUSTIFICATION
This proposed Contract is to provide environmental-occupational health and safety consulting including response services, waste removal and disposal, and regulatory compliance assistance on a task order basis. The Consultant’s response time for any emergency cleanup work shall be immediate and shall not exceed twenty-four (24) hours, depending on the size and seriousness of the incident. Under this contract the consultant will assist in performing environmental compliance audits of various GLWA facilities, develop and audit Spill Prevention, Control, and Countermeasures (SPCC) plans, Pollution Incident Prevention (PIP) plans, Process Safety Management (PSM) plans, and Risk Management Plans (RMP). In addition, the vendor will provide the appropriate training by experienced instructors to GLWA personnel to maintain compliance with each plan’s requirements.

SAVINGS, COST OPTIMIZATION, AND REVENUE ENHANCEMENT IMPACT
This is a task order contract so there is no spend certainty. Any deferred abatements should diminish over time as hazardous conditions are detected and remediated.
COMMITTEE REVIEW
This matter was evaluated by the Operations and Resource Committee at its meeting on May 9, 2018. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.
SHARED SERVICES IMPACT
This item does not impact the shared services agreement between GLWA and DWSD.
