MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1803542/SCN-0000063, Proposed Amendment No. 6, “Rehabilitation of Ferric Chloride Feed System at PS-1 and Complex B Sludge Lines” with Hazen & Sawyer with no increase in cost for a total cost not to exceed $2,322,045.00 and an increased duration of 183 days, for a total duration of 2,415 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The main objective of the Hazen & Sawyer contract was to design a new Ferric Chloride feed system that allows operations to effectively manage the phosphorus that enters the plant. The final design optimized the system by originating the Ferric Chloride feed system in Pump Station 2 (PS-2) while also feeding PS-1 via a new chemical feed line installed in the pipe gallery at the Water Resource Recovery Facility. Additionally, under this contract, Hazen & Sawyer was retained to develop a design to rehabilitate the existing SCB-30 thickened waste activated sludge (TWAS) line which conveys liquid sludge from Complex B to Complex A at the WRRF. Further, the contract requires Hazen and Sawyer to provide construction phase engineering support, including reviews of the construction contractor’s submittals, responses to requests for information, development of as-built drawings, assistance in developing punch lists, and other services.
A leak in the ferric chloride piping system was observed in October 2024 during normal operations. The root cause of the leak was established, drawings were produced to address the issue, and a revised final pipe configuration was installed and tested. However, a temporary containment box was used to test the piping configuration, and the permanent containment box is yet to be delivered and installed. Therefore, Amendment No. 6 is required for Hazen & Sawyer’s work related to the delivery and installation of the permanent containment box. There are no associated costs for this work by Hazen & Sawyer.
JUSTIFICATION
A time extension of the current consultant services Contract No. 1802543 held with Hazen & Sawyer is necessary to allow for continuity of design and construction assistance by Hazen & Sawyer to completely resolve the ferric pipeline delivery issues described above. Therefore, GLWA Wastewater Operations recommends extending the Final Completion date, with no increase in the Contract amount.
