MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1900455-2/SCN-0000287, Proposed Amendment No. 2, “Architectural, Engineering, and Design Services” with WSP Michigan, Inc., with no increase in cost at a total cost not to exceed $904,040.00 and an increased duration of 730 days for a total duration of 2,666 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
GLWA has multiple facilities that require architectural, engineering design services, including but not limited to: GLWA office facilities, the five (5) water treatment plants, treated water booster pumping stations, wastewater pumping stations, wastewater CSOs, and water resource recovery facilities. The services contract is to provide architectural and engineering design and documentation assistance for planned improvements and/or repairs to GLWA Facilities. The documentation produced is used for planning, soliciting bids, estimating and construction services.
WSP Michigan, Inc., Contract No. 1900455-2 has been working with GLWA Facilities and the Northeast Water Plant Engineer on engineering and documentation of much needed structural repairs to the Plant. The engineering, documentation and bidding and award process have been completed, and the construction contract has been awarded. WSP Michigan, Inc. is needed to continue to provide services during construction.
JUSTIFICATION
The existing five-year Contract No. 1900455-2 will expire July 1, 2026, and this two-year contract extension will allow GLWA to maintain its current Architectural and Engineering Services team (WSP Michigan, Inc.) through the completion of the Northeast Water Treatment Plant Header Galleries and Wastewater Building Structural Repairs project (CIP 112007). The construction portion of the project is anticipated to begin in January 2026 and last through July 1, 2028. This is a time only extension request.

This item was presented to the Operations and Resources Committee at its meeting on February 11, 2026. The Operations and Resources Committee unanimously recommended that the GLWA Board adopt the resolution as presented.
