MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2202790/SCN-000382, Proposed Amendment No. 2, “Water Resource Recovery Facility (WRRF) Improvements to the Sludge Feed System for Solids Processing Engineering Services” with CDM Smith Michigan, Inc., for an increased cost of $1,244,955.00 for a total cost not to exceed $5,791,937.00 and an increased duration of 1,220 days for a total duration of 2,475 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
GLWA awarded Contract No. 2202790 “WRRF Improvements to the Sludge Feed System for Solids Processing Engineering Services” to CDM Smith Michigan, Inc. (Engineer). The Contract is an Engineering Design Services Agreement for improvements to the Sludge Feed System, including replacing aged and oversized components, incorporating sludge feed loops into the conveyance systems, and providing improvements to the Sludge Storage Tank Pipe Gallery.
JUSTIFICATION
The original contract included provisions for the Engineer to provide services through a 22-month construction period. The actual construction contract as-bid duration for the project is approximately 39 months. Additionally, the original contract required only weekly inspections from the Engineer. GLWA requires full-time resident project representative (RPR) services throughout the construction duration. This change extends the contract duration to reflect the project construction start date and duration, provides additional funding to cover the additional construction duration, and adds the RPR services to the construction phase of the work.
