MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1802543, Proposed Amendment No. 3, “Rehabilitation of Ferric Chloride Feed System at PS-1 and Complex B Sludge Lines” with Hazen and Sawyer, with no increase in cost for a total cost not to exceed $2,322,045.00 and an increased duration of 190 days for a total duration of 1,849 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
Hazen & Sawyer was awarded the contract to design a new Ferric Chloride feed system to supply Pump Station No. 1 (PS-1) at the Water Resource Recovery Facility (WRRF). Additionally, under this contract, included the design development to rehabilitate the existing SCB-30 Thickened Waste Activated Sludge (TWAS) line which conveys liquid sludge from Complex B to Complex A at the WRRF. Further, the contract requires Hazen and Sawyer to provide construction administration, including reviews of the construction contractor’s submittals, responses to requests for information (RFI), development of as-built drawings, assistance in developing punch lists, and other construction administrative services necessary to complete the project.
On April 5, 2021, Weiss Construction, LLC was given the notice to proceed on Contract No. 2002190 to construct the improvements designed under this contract, with final completion required by April 5, 2023. To provide engineering support throughout the construction period, Amendment No. 1 was issued to extend the Hazen & Sawyer contract to align the construction administration duration to the construction contract. Due to subsequent delays in the construction contract, Amendment No. 2 was issued to further extend the contract. Subsequently, the construction contractor has been further delayed in completing chemical cleaning of the SCB-30 TWAS line, requiring a 190-day extension of time, with a corresponding extension of the Hazen and Sawyer contract also needed to provide engineering services to support the balance of the construction.
JUSTIFICATION
Time extension of Hazen & Sawyer is needed to provide uninterrupted engineering professional services for the remaining construction contract time associated with Contract No. 2002190, which has been delayed and is now expected to reach final completion by June 12, 2024. GLWA Wastewater Engineering recommends extending the final completion date from December 5, 2023, to June 12, 2024, with no increase in the contract amount.
