MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 1900455-1/SCN-0000287, Proposed Amendment No. 3, “Architectural, Engineering, and Design Services” with SDG Associates, LLC, with no increase in cost for a total cost not to exceed $400,000.00, and an increased duration of 842 days for a total duration of 2,669 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
GLWA has multiple facilities that require architectural, engineering design services, including but not limited to: GLWA office facilities, the five (5) water treatment plants, treated water booster pumping stations, wastewater pumping stations, wastewater CSOs, and water resource recovery facilities. The services contract provides architectural and engineering design and documentation assistance for planned improvements and/or repairs to GLWA Facilities. The documentation produced is used for planning, soliciting bids, estimating and construction services.
SDG Associates, LLC, Contract No. 1900455-1 has been working with GLWA Facilities and the Northeast Water Plant Lab team on engineering and documentation of much needed improvements to the existing water lab at the plant and repairs to the Imlay Booster Station retaining wall. The engineering and documentation are being completed, and we are progressing toward the procurement process of bidding, award, and the construction process. SDG Associates, LLC are needed to continue to provide services during bidding and construction.
JUSTIFICATION
The existing five-year Contract No. 1900455-1 will expire March 12, 2026, and this 27-month, 19-day contract extension will allow GLWA to maintain its current Architectural and Engineering Services team (SDG) through the completion of the Northeast Water Treatment Plant Water Lab Improvements and the Imlay Booster Station Retaining Wall Repairs project. Bidding for both projects is to occur in January 2026. Award and Construction are anticipated to occur following the award of the contracts. This contract extension request is time only, with an end date of July 1, 2028.

FINANCIAL PLAN IMPACT
This proposed amendment with SDG Associates, LLC is for an extension of time only. This purchase order is on an as-needed basis where the use of this service may vary by year. There is no budget in our financial plan for this purchase order. Should this purchase order be used, we would offset its spend from potential positive variances of other contractual services from Facility Operations. The remaining variance will be funded from Reserves.
