RE: Proposed Amendment No. 1
Contract No. GLWA-CS-187
Raw Water Condition Assessment
Vendor: FK Engineering
MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. GLWA-CS-187 Amendment No. 1 “Raw Water Condition Assessment” with FK Engineering, at an increased cost of $150,000.00 for a total cost not to exceed of $506,078.90, and an increased duration of two (2) years and four (4) months for a total contract duration of seven (7) years and one (1) month; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
In June 2015, the GLWA-CS-187 engineering consultant, FK Engineering (FKE), completed a condition assessment of the raw water conveyance tunnels between Water Works Park, the Northeast Water Treatment Plant, and the Springwells Water Treatment Plant. Structurally distressed segments of the Northeast and Springwells tunnels were discovered during the condition assessment that causes concern with their stability. As a result, GLWA has been using the geotechnical engineering services of FKE to monitor the subsurface conditions in the areas of tunnel distress since 2016. GLWA-CS-187 is set to expire on December 12, 2019. This proposed amendment would add two (2) years and four (4) months to the contract time so that GLWA may continue to monitor subsurface conditions in the areas of tunnel distress.
JUSTIFICATION
The geotechnical monitoring program being executed under Contract No. CS-187 provides technical data useful for GLWA’s rehabilitation design being performed under another contract (Contract No. DB-150 “Design-Build/Repair for Portion of The Pennsylvania, Springwells and Northeast Raw Water Tunnels”) as well as to monitor for possible movement of the distressed tunnel segments.
