MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Requisition No. REQ-0005226, “3rd Floor Renovations, Water Resource Recovery Facility (WRRF) New Administration Building (NAB)” with Clark Construction Company, at a cost not to exceed $9,994,774.00 for a duration of 730 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The New Administration Building is part of the overall Administration Building Complex at the WRRF consisting of several buildings that were designed and constructed at different times over many years. The administration building complex comprises three (3) major buildings, including the Ragland building (two (2) stories), the old administration building (one (1) story building), and new administration building (four (4) story building) totaling to 172,525 square feet.
The administrative complex includes the lunchroom, Industrial Waste Control, Wastewater Laboratory, Administration, Engineering, Logistics and Material, document control and storage, Enterprise Asset Management and Capital Improvement Plan, locker rooms, Process Control Center, and more.
The 2020 Wastewater Master Plan (WWMP) Technical Memorandum No. 9 - WRRF Building Space and Site Evaluation developed a road map for the Wastewater Administration Building Complex to yield several benefits, including increased efficiencies and space utilizations in the complex; consolidating operations workflows and optimizing the use of existing space; standardization of office and workstations sizes and configurations; eliminating physical or perceived barriers between service units while offering opportunities for team members to interact with other team members; thus, promoting collaboration, understanding, and teamwork. GLWA recently completed the renovation of the fourth floor of the New Administration Building.
JUSTIFICATION
The area proposed for this project is part of the overall Administration Complex that was constructed in 1997. The third-floor administration area is significantly dated with 25-year-old furniture, fixtures, and floor/furniture layouts that aren’t relevant to modern office layouts aimed at employee security, team collaboration and overall function.
Furthermore, Operations and Maintenance team members have experienced significant issues with major components of the infrastructure, including all plumbing drain lines, the heating ventilation and air conditioning system, and other mechanical components of the building. The renovation of the third floor New Administration Building includes approximately 24,000 square feet. The renovation includes rehabilitation of three (3) restrooms, compliance with current building codes, creation of designated lunchroom spaces, and reconfiguration of 25 offices and 25 cubicles. This project will upgrade the Process Control Center, improve ergonomics, increase operational collaboration, and relocate key managerial team members to the third floor. This project will also upgrade and expand the available workspace for the Process Automation and Controls Team to accommodate a growing team and keep up with advancing controls technology.
Furthermore, the Information Technology group will receive a new office layout that better suits the workflow and needs of modern technology. The new floor layout will secure the third floor for team members by requiring badge access to all employee areas, enhancing the safety of our GLWA staff. Additionally, the renovation will provide improved lighting that supports a better overall work environment.
Lastly, the consolidation of team members to the third floor maximizes the use of the floor and improves workspace and functional workflow for efficiency as described and planned for in the WWMP Technical Memorandum No. 9. This project will free up space on the first floor for the future renovation outlined in the WWMP.
