MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Requisition No. REQ-0009942 and Various Others, “Rotork Maintenance, Service, Parts, and Repair” with Systems Specialties Company, at a cost not to exceed $4,140,117.00 for a duration of three (3) years with two (2) one-year renewal options; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
There are 812 total actuators located in GLWA facilities. These actuators enable GLWA to maximize the use of installed automation, ensure proper functioning of facilities, and play an integral role in supporting the optimization process. This proposed contract will cover the inspection, preventative maintenance and any identified required repairs for the Rotork actuators located at the five (5) water treatment plants, Water Resource Recovery Facility, pump and booster stations, system conveyance, and the combined sewer overflow basins.
Annual preventative maintenance (PM) service and timely repairs are essential to ensure that the Rotork actuators remain in proper working condition, worn parts are regularly replaced, and condition assessments occur regularly. These services ensure that GLWA can provide the best value and reliability for our partners.
JUSTIFICATION
The Consultant for this proposed contract is the sole manufacturer authorized to provide Services within the State of Michigan. In addition to PM and repair service support, Consultant shall also be responsible for managing all inventory requirements for the necessary replacement parts for the actuators which along with regularly performed PM service minimizes downtime and repair costs. Regular performance of annual PM and service reduces costs with emergency repairs and provides GLWA with warranty coverage for one (1) year for each actuator following any PM service.
FINANCIAL PLAN IMPACT
Summary: The inspection, preventative maintenance and identified required repairs for the Rotork actuators are an ongoing part of the maintenance budget in water and wastewater. The current FY 2027 budget and five-year financial plan was based on previous experience and work performed. The value of the amended contract exceeds the current financial plan in total. Therefore, budget amendments may be required for this contract. First offsetting other positive variances within contractual services, repairs and maintenance or training internal meetings budgets, then from the unallocated reserve.
