MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2201744/SCN-0000118, Proposed Change Order No. 2, “Front Entrance Rehabilitation at the Water Resource Recovery Facility” with Commercial Contracting Corporation, with an increase in cost of $1,370,146.00 for a total cost not to exceed $8,367,146.00 and an increased duration of 425 days for a total duration of 1,020 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
On September 15, 2023, GLWA issued the Notice to Proceed for Contract No. 2201744, to Commercial Contracting Corporation (CCC). The project identified by the Wastewater master plan is intended to transform the appearance of the front entrance area for GLWA’s Water Resource Recovery Facility (WRRF), which was last constructed and updated in 1980. The WRRF is the largest single site wastewater treatment facility in the United States and the front entrance area is the main point of entry to the facility for the vast majority of the individuals that enter the facility. The project includes upgrades to the existing guard shack, turnstiles, fencing, parking structure entrance, guest parking, and canopies. Also included is the repair of the surge basin concrete and installation of a new elevated ventilation stack structure. The surge basin protects the WRRF in the event of pumping loss. The surge basin was installed in 1938 and is positioned under a large portion of the front entrance. As of last month, CCC completed the surge basin repairs and modifications of the front surface parking lot. CCC has continued work on the parking structure entrance, excavation for the foundations for the new canopies, and removed the existing turnstiles, which equates to roughly 36% of the entire project scope.
JUSTIFICATION
Based upon the current status of the project, the agreed upon final completion milestone will not be achieved. There have been several unforeseen conditions, including permit acquisition delays, canopy supplier issues, surge basin work delays, exploratory excavation, design conflicts with found conditions, and contractor delays which have contributed to the delay of the project. Upon execution of this proposed change order, an additional cost in the existing contract provisional allowance will enable the contractor to provide the additional requested scope items related to the guardhouse, courtyard sidewalk, and mural. Additionally, the contractor will be able to complete the revisions to the project necessitated by the differing site conditions found during construction. These revisions include relocation of utilities, installation of the concrete duct banks, foundation underpinning, and revisions to the design of the elevated ventilation stack structure as well as both canopies. Therefore, Wastewater Engineering recommends the extension in time and supports the additional cost. Portions of the provisional allowance have already been utilized, and the Wastewater Engineering team intends to retain the remaining amount, as a significant portion of the project still needs to be completed. All unused funds from the provisional allowance will be credited back to GLWA via the final change order as part of the project closeout phase.
