MOTION
Upon recommendation of Cheryl Porter, Chief Operating Officer - Water and Field Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Requisition No. REQ-0006631, “Newburgh Road Booster Pumping Station Improvements” with Walsh Construction Company, at a cost not to exceed $60,950,180.00 for a duration of 1,300 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
The Newburgh Road Booster Pumping Station, located in Livonia, Michigan, boosts water pressure through a 42-inch transmission main to serve the member communities of the City of Farmington Hills, City of Livonia, City of Novi, City of Northville, and Northville Township. The existing process mechanical (including pumping units), building mechanical, electrical distribution, and electrical switchgear equipment are original to the station as constructed in the mid-1960s. Water system demand trends in the Newburgh Station service area will exceed the capacity of the existing station. Additionally, with the completion of the 14 Mile Road Transmission Main Loop Project (CIP No. 122013), the Newburgh Station plays a critical role in providing redundancy to the Haggerty Station service area demands. This project replaces the existing Newburgh Station on the south side with a new station located in Farmington Hills, Michigan, directly across from the existing station. Included in the scope of work is construction of a new station having the dual purpose of meeting the changing demands of the service area and improved redundancies in the northwest portion of the GLWA service area. Also, this CIP funded project includes demolition of the existing pumping station and repurposing the site to a storage facility used by GLWA operations in the northwest portion of the service area.
JUSTIFICATION
Rehabilitation is not a sufficient approach to address the station’s needs and to provide necessary firm capacity to continue to meet the system demands of its service area. Construction of a new pumping station with sufficient capacity and site area will allow GLWA to meet service area demands, reduce the long-term operations and maintenance costs associated with servicing older equipment, and increase redundancy in the northwest portion of the GLWA service area. Additional benefits that the new pumping station will offer include but are not limited to:
• Flow control, operational flexibility, redundancy, and resiliency (improved surge protection)
• Flow capacity (minimum and maximum), number of pumps, and future needs
• Standby power generator
