MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Contract No. 2201762/SCN-0000301, Proposed Change Order No. 1, “PS1 Rack and Grit HVAC Upgrade” with Clark Construction Company, with no increase in cost for a cost not to exceed $5,294,101.00 and an increased duration of 117 days for a total duration of 1,037 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
Clark Construction Company (Clark), was awarded this contract for the replacement of existing roof-mounted air handling units, associated ductwork, natural gas piping, controls, and related appurtenances; removal of existing steam unit heaters and their associated components for Pump Station No. 1 (PS-1). To ensure critical equipment and systems remain operational at the facility, the work was required to be completed in phases. Each phase was required to be substantially complete before work could begin on any subsequent phase.
JUSTIFICATION
Early in the project, Clark was directed by GLWA to dismantle and temporarily pause scaffolding activities for approximately one month during work on Phase 1. This was necessary to allow critical chain replacement based on a failure on Grit Collectors No. 4N and 4S to ensure continuity of operations for the WRRF. The chain replacement work could not be performed with scaffolding erected as it would have blocked necessary access for the work to be completed. This interruption resulted in schedule delays and additional costs associated with the dismantling, re-erection, and extended rental of the scaffolding. Additionally, recent unforeseen changes processed under Construction Change Directive No. 05, including brick repair necessary for the installation of exhaust fan no. 1 and ducting repair, further delayed the project’s progress. Based on GLWA’s review, it is infeasible for the Contractor to meet the original contract milestone dates. Therefore, an extension to the substantial completion date and final completion is requested.
