MOTION
Upon recommendation of Navid Mehram, Chief Operating Officer - Wastewater Operating Services, the Board of Directors (Board) of the Great Lakes Water Authority (GLWA), authorizes the Chief Executive Officer (CEO) to enter into Requisition No. REQ-0002690, “Lonyo Sewer Rehabilitation” with Marra Services, Inc., at a cost not to exceed $17,885,875.00 for a duration of 1,095 days; and authorizes the CEO to take such other action as may be necessary to accomplish the intent of this vote.
BACKGROUND
GLWA systematically reviews and prioritizes various sewers and interceptors for inspection and rehabilitation. One sewer identified for further investigation, on the basis of inspections, is the Lonyo Sewer. The Lonyo Sewer begins at the intersection of Lonyo St. and Kirkwood Ave. and extends south down Lonyo St., then through Patton Park to its termination point at the Baby Creek Combined Sewer Overflow (CSO) Facility. The Lonyo Sewer is a double-barrel, cast-in-place concrete box sewer, ranging in size from 14’-6” by 14’-6” to 14’-6” by 17’-6”. There is also a depressed triple-barrel, concrete-lined 11’-6” diameter brick section of the Lonyo Sewer located under numerous railroad lines. The sewer was constructed in 1921. Recent inspections of this sewer have indicated deterioration consistent with assets of this age.
JUSTIFICATION
On the basis of detailed engineering inspections performed as part of GLWA Contract No. 2201041, the Lonyo Sewer was found to have a number of defects consistent with its age, including ongoing infiltration, spalled and deteriorated concrete, deteriorated lateral taps, debris accumulation, and other defects. Additionally, the depressed triple-barrel section was not able to be fully inspected due to excessive debris accumulation and high-water levels, and the section of Lonyo Sewer through Patton Park typically has high water levels that prevent regular access and maintenance. This project is planned to first implement various flow control and access improvements to facilitate access and work in these areas, then to address the identified structural and Operations and Maintenance (O&M) defects throughout the full length of the Lonyo Sewer. The flow control and access improvements have both short-term and long-term benefits. The project is intended to extend the service life and improve the reliability of the Lonyo Sewer.
FINANCIAL PLAN IMPACT
The proposed Lonyo Sewer Rehabilitation project was included in the Board approved 2025-2029 Capital Improvement Plan. The proposed contract award of $17,885,875.00 is within the remaining $23,545,914.42 construction budget as shown in the table below. Please note that the amounts in the 2025-2029 Capital Improvement Plan are for a projected scope of work that covers four additional sewers not included in this requisition (Ashland Relief, Linwood, Second Avenue, and Shiawassee).
